That's because they disguised the bales as tumbleweeds. Duh!

I look forward to the press conference at which Sheriff Paul presents a deputy with a backward Z scratched into one cheek.
The deputy's shoes remain dangling from a power line.

I imagine the deputy was scratching himself with the gun barrel.
Ok, here's an honest rhetorical question: Have you ever seen someone try to shoot themeselves in order to gain some systemic advantage?
'Cause it's kind of funny. They're not real excited about getting shot, and they do a lot of aiming and flinching and thinking and adjusting and flinching and more aiming.
And nine times out of ten? They MISS! And three times out of ten? That miss hits somebody totally innocent. And after they miss? They don't try again anytime soon. It's all just depression, fear, madness and lunacy....
So sending out 100 deputies to shoot themselves might result in a bystander casualty rate of 30 while 10 deputies take a bullet.
Sounds reasonable if they try to shoot themselves near drug smugglers.

But you really do have to admire that level of dedication to the whole hating-mexicans thing.
Although the consensus among violent racists is if you shoot YOURSELF, you're doing it worng...
