Is that panel from CA (Cocaine Anonymous, or Central America) in his glory days, taking on the Committee to Regain America's Principles?
The panel's from an Avengers comic in which they battle the Sons of the Serpent. It's really kinda heartening: the Serpents are thugs and show up to beat up a black scientist and the Avengers go to war against them. The out is that secretly there were commies behind it instead of dumbass Americans.
Along the way there is much clunky speechifying.
Later in the chronology Goliath stops being Goliath and the aforementioned black scientist takes his place, becoming Black Goliath because he is black.
