Lunacy and mental deficiency
So I (sorry - "my friend") can be a lunatic but not mentally deficient? ...just asking.
If I was a farmer and boat owner I'd be putting my animals on deck when the tax assessor came around.
Or what if they were married?

I imagine it would have to. If you could put the frog into a little boat in the boiler I imagine you could pay one tax instead of three.
Let me tell you: I imagine a lotta things.
I see a very serious oversight in this list of constitutional responsibilities.
In no place does it specify what entity should have constitutional authority over inactionable wrongs.
Because let's face it, in those cases SOMEBODY has to take no action...
