This isn’t because less-developed countries produce more trash; in fact, they produce less. And it’s also not just because of lack of money for a proper waste-disposal infrastructure. Rather, it’s the product of a lack of civic consciousness and responsibility, without which ordered liberty is impossible....
Yes, the good news of the day is that Cairenes are potential non-savages.

Of course, the populations of developing countries didn't have a lot of non-biodegradable garbage until recently.
The government cannot give you rubbish removal service without taking rubbish removal service from someone else.
