Dean Alan Willoughby, 44, of 205 Helena Drive, was recently indicted by the grand jury on 73 counts, including 45 felony counts of practicing medicine without a license and 28 misdemeanor counts of third degree sexual abuse, according to media reports. An indictment is a formal accusation of a crime but does not establish guilt.The preying on the homeless aspect of this one is pretty sick, and at the same time I'm surprised I've never seen this particular scheme: seems obvious.
Authorities allege that Willoughby presented himself as a doctor and performed physical examinations on subjects—many of which were reportedly homeless men—at an office suite located at 841 Corporate Drive in Lexington.

The Montgomery County Sheriff’s Office, in conjunction with Lexington Police, also searched Willoughby’s home as well as his place of business—“Alan and Associates”—on Fogg Pike. “Alan and Associates” includes an an office and recording studio, which was reportedly used for publishing Christian music. Several computers and other media devices were seized during these searches.

The Phony-Doctor (dentist, attorney) pretty common out west. A well-dressed, pretty-boy Mormon or Methodist arrives in Pleasantville with some bimbo, sets up shoppe in an out-of-the way mall, attends church regularly, waves the flag with the good 'ol boys and cops, even has zee papers from like BYU, and the shekels roll in (I think they have a department, or major at BYU....the Applied Pious Charlatanry or somethin').
When someone suspects him, or he's turned in, he disappears, moves to another city, another bimbo, another church etc.
One of my esteemed ancestors practiced medicine without one of them there cerfitikates in Tasmania in the 1880's. I'm not sure he got up to any sexual shenanigans since he was mainly removing mangled limbs from lumberjacks but he did have anesthetic whiskey. Possibly he gave you a haircut when you recovered.

The article reads like he was paying people 50$ to be examined, and 20$ if they brought someone else in to be examined, so it's hard to see how they brought in a lot of money with potentially a 70$ payout per patient. Maybe they made it up on volume.
Oh, I entirely discount the money-making operation of it.
