It will not even have to him that you need nusicians' permission before using a track for profit... or if the thought has struck him, then he's decided that it's easier just to take it and pay the fines afterwards, for theft of musical IP is the Republican way.
I suspect that for anyone old enough that the DKs are not a total novelty, when we hear that track we think of Ronald Reagan as its target.
